David qualified as a Chartered Surveyor in 1977 while working for David Lewis & Partners in the West End. In 1978 he moved to the West Kensington practice of James Anthony & Co before setting up his own practice of Toogood & Co in 1992. He is now a Fellow of the Royal Institution of Chartered Surveyors. He deals with a wide range of professional services including building surveys, RICS home buyers reports, schedules of dilapidations, valuations, party wall matters and leasehold enfranchisement.
David is a Fellow of the Institute of Revenues Rating & Valuation and has carried out valuations on a range of commercial and residential properties for a wide range of purposes including asset valuations, capital gains tax, probate, purchase and sales. He is experienced in leasehold reform matters and values houses, individual flats and blocks of flats for all purposes under the Acts. He has appeared before the Leasehold Valuation Tribunal on a number of occasions.
He has acted as Expert Witness in various disputes at both High Court and County Court level on matters concerning Professional Negligence, Valuations, Housing Act, Landlord & Tenant, Lease renewals and Building Contracts. He is experienced in Arbitration, both in terms of making submissions to Arbitrators and acting as an Arbitrator, predominantly in rent review work for Commercial properties. He is an Associate of the Chartered Institute of Arbitrators. He has been on the President of the Royal Institution of Chartered Surveyors’ panel of Arbitrators and Independent Experts and has received appointments on a number of Rent Reviews and Service Charge disputes for both Commercial and Residential properties.
He has extensive experience in Party Wall matters under the Party Wall Acts and has acted as Building Owner’s Surveyor and Adjoining Owner’s Surveyor in an extensive number of residential and commercial properties. He is a Fellow of the Faculty of Party Wall Surveyors and a member of the Pyramus & Thisbe Club.
